[SIS] Add ability to delete a score for a student(s) in grade pass back from Canvas to Synergy

We need the ability to delete a score for a student for an assignment that was previously passed back successfully.  In Canvas if that score is deleted in the grade book, it displays '-'.  When a pass back is done after making this change, Canvas does not detect any grade changes when in fact there is a change from a score to blank in the Canvas grade book.

The assignment could be marked excused, but that isn't the case. The scenario here for several teachers was at progress report time they did not want the zero there as they were giving the students that missed the deadline until the end of the week. They really weren't 'excusing' them. There should be an option to delete score(s) on grade pass back. Thank you.

As part of the new Ideas & Themes process, all ideas in Idea Conversations were reviewed by the Product Team. This will preserve the history of the conversations while also letting Community members know that Instructure will not explore the request at this time.
