Smart naming for description links

When pasting in a link, the default is just the full raw text, which is poor accessibility practice. Google docs has a features which allows you to easily make the text for the link the title of the target page. Such a feature in canvas would make it easier for people to make helpful links.

eg: you paste a link such as https://www.sitepoint.com/15-rules-making-accessible-links/

and then when you hover over it in the rce and it gives you an option to edit the link, you would also see a button for "rename to 'Making Accessible Links: 15 Golden Rules For Developers' "

As part of the new Ideas & Themes process, all ideas in Idea Conversations were reviewed by the Product Team.
