This behavior has been resolved and deployed to the production environment as of 4/10/24.
Description
When media files are uploaded through the RCE in New Quizzes they do not actually upload and appear to be stuck processing.
Expected Behavior
Media files uploaded through the RCE in New Quizzes should process successfully.
Workaround
No workaround exists at this time.
Steps to Reproduce
Prerequisites: A course.

Create a new quiz and select the Build option.

Edit the instructions or add a new question, then access the RCE.

In the RCE, navigate to Insert -> Media -> Upload/Record Media.

Choose to upload or record a video file, then click Submit.

Observe that the media file perpetually spins without fully processing or embedding.
