Notifications related to new announcements are not created

This behavior has been resolved and deployed to the production environment as of 9/1/25.

Description

The notification category “Announcement - New Announcement in your course” is failing to generate a notification to send to the user’s e-mail address, even if configured to notify the user immediately. No notification event is seen when viewing the user’s messages.

Expected Behavior

The notification, when configured to notify immediately should be sent out to the user’s communication e-mail.

Workaround

No workaround exists at this time.

Steps to Reproduce

  1. Create a published course with a student enrollment.

  2. Configure the Student’s notification preferences to receive instant notifications about newly created announcements.

  3. Create and publish an announcement. The user won’t be notified of this announcement through e-mail.
