Description
For parents who are observing a user who has a deleted enrollment and an inactive enrollment it will display alerts in the parent app and the observer_alerts api endpoint
Expected Behavior
It shouldn’t display alerts for users who are deleted and/or inactive
Workaround
No workaround exists at this time.
Steps to Reproduce

Create a course with two sections

Enroll a user who’s linked to an observer in one, then delete them from it

Then enroll them in the other and mark them as ‘inactive’

As the observer open the parent app and enabled the ‘Assignment missing’ alerts from the ‘manage user` options

Create an assignment with a due date.

Check the API/alerts tab on the app once the due date has passed and notice the alert is showing up.
