Description
When a student attempts downloading their submissions under their user Settings page using the Download submissions button, they are met with a page error.
Expected Behavior
Students should be able to download their submissions.
Workaround
No workaround exists at this time.
Steps to Reproduce
Prerequisites: Have a student who has file upload submissions in at least one course.

As the student navigate to their user settings page.

Click on Download Submissions.

Observe the page error.
