Description
When the Enhanced Rubrics Feature Preview is enabled, this prevents the assignment_view LTI placement from loading on an assignment.
Expected Behavior
Assignment_view placement should be showing if it is enabled for a tool.
Workaround
No workaround exists at this time.
Steps to Reproduce
Prerequisites:

Enable the Enhanced Rubrics Feature Preview for a course or account

An LTI with the assignment_view placement enabled

Create an assignment with an Online, No Submission, or On Paper submission type, and click [Save & Publish].

See how the LTI tool's assignment_view placement does not appear.
