[OPEN] Missing Policy score is not applied to imported assignments not in a module

Description
When assignments are imported into a course with the missing policy enabled, not all assignments have the missing policy score applied

Assignments which are not in a module will be marked as missing but will not have the missing policy score applied

Assignments which are in a module will be marked as missing AND will have the missing policy score applied
Expected Behavior
All assignments imported with a due date in the past should have the missing submission policy score applied.
Workaround
Remove the due date from the assignment during the import procedure using "Adjust events and due dates". Once imported, re-add the assignment’s past due date. This will correctly trigger the Missing Policy and apply both a missing marker and a zero grade on the assignment.
Steps to Reproduce
Prerequisite: A course containing two assignments with due dates in the past, one of the assignments in a module and the other not in a module. A second course with the missing policy enabled and set to 0%

Import the course with the assignments into the course with the missing policy enabled.

Once the import has completed navigate to the gradebook in the course where the assignments were imported.

The assignment without a module will be marked as missing but without the missing submission score applied, while the assignment in a module is marked as missing and given a score of 0.
