[OPEN] New Analytics student course grade CSV exports dates without time or time zone indicator

Description

When exporting a students course grade CSV from New Analytics, the dates in "Due date" & "Submitted" are shown in UTC without the full timestamp.

Expected Behavior

Exported dates in course grade CSV should include the time in the timestamp and/or clarify the time zone the date is being shown in.

Workaround

No workaround exists at this time.

Steps to Reproduce

Prerequisite: Have a course with at least one student and assignment with a due date active longer than 24 hours with New Analytics available.

  1. Check that the assignment in the course has a due date that would display as the next day in UTC, Example would be to set due date 6:00pm or later using CST (UTC-6).

  2. Acting as the student, submit the assignment at a time that would display as tomorrow in UTC.

  3. Navigate to the students analytics page, download the CSV.

  4. Note that the date in "Due date" & "Submitted" is displayed in UTC without exact time or time zone indicated.
