[OPEN] New Quizzes copied from a Blueprint course are still locked when copied to unrelated non-blueprint courses - part 2

Description

When a New Quiz is set to be locked in a Blueprint course, if the content is copied to another course that is not associated with the Blueprint course, the quiz remains in a half-locked state and does not allow new questions to be added.

Expected Behavior

If a New Quiz is copied to a course that is not associated to the Blueprint, the questions should become editable.

Workaround

No workaround exists at this time.

Steps to Reproduce

Prerequisite: Two courses with New Quizzes enabled.

  1. In course 1, enable it as a Blueprint, then create a New Quiz with questions in it.

  2. Set the New Quiz to be in a locked state.

  3. In course 2, import all content from course 1

    1. Not going through the sync process, course 2 should not be an associated course via blueprint

  4. Open the copied New Quiz in course 2 and notice that you can't add any of new questions.
