[OPEN] Re-locking module progress doesn't re-calculate progress

Engineers are currently investigating the issue.
Description
When a module is initially setup with no requirements the progress gets set to ‘completed’ for all enrolled users, regardless of it they’ve access the course already. When adding a requirement later and selecting the Re-Lock Modules option after saving the changes to the module the module progress is not always updated for all users.
Expected Behavior
Re-locking modules should re-calculate module progress and update UI to correct status
Workaround
No workaround exists at this time.
Steps to Reproduce

Create a module in a course with an item and no requirements

Publish the module
-
Enroll some students
-
Check the module progress in the UI

Notice they all shows ‘completed'

Add a requirement to the module item and re-lock when prompted

Check the module progress of the students

Notice they still show ‘completed’ in the UI
