How can my students use accommodation tools on a document-based assessment?

I've created a document-based assessment, marked my answer key, and made sure that accommodations (like sticky notes, highlighters, etc.) are checked to be available to all of my students. When a student logs in, none of those accommodations are appearing to be available. What can I do for them to show up?

The tools and accommodations only work with item based assessments as they are created inside the platform. A document based is uploading an external source so the tools are not able to interact with the uploaded doc or PDF.
