Why are there questions in your banks that are not aligned with the standards?

I am seeing Items in the Ohio AIR Item Bank for all four basic subject areas.

I see the questions as well, but that is not the question.  Not all the questions are aligned with Ohio standards. This makes it difficult to use your tool.  Why aren't they aligned?
