Default to New Quizzes. Classic quizzes still available

Hello group. 

I am the account admin for my institution and am trying to ensure all my sub-account admins and teachers are using New quizzes and not the classic quiz feature. I have enabled "Default to New Quizzes" in the feature options from my admin settings. However, classic quizzes are still available to be created. Only a classic quiz will be created if I add a quiz with the + button from modules. If I click on Quizzes from the left-hand navigation bar, only a New Quiz can be created.

We are also experiencing issues with Classic Quizzes still being available despite all settings being enabled for New Quizzes since early Dec. 2023. After speaking to a faculty member, we found that she was able to successfully create new quizzes until about Jan. 26, then from Jan. 27 till today, the system would only create Classic Quizzes. I reached out to support and received no help.
