Observer Access to Quiz Submissions

Maybe I'm remembering things incorrectly, but I am 95% sure that Observers had the ability to see a student's New Quiz submission on the assignment submission page. I know that they were never able to open a Quiz from a module or the Quizzes Index screen while the quiz was in progress, but I really thought they could view the students submission. When the parent does navigate to the submission page, they see that external tool error message. Is something broken here, or has this really never been able to be viewed?

I am looking for an answer to this too! 

I'm sure they used to be able to view submissions for this but currently have parents asking why they can't see them and I don't have an answer for them
