Importing Respondous QTI files into New Quizzes

I keep getting an error when trying to import QTI files from Respondus.  Is this a known issue?  What is the work around?  

 When I click to expand the Error Details there aren't any.

As a follow up to my own question I'm not seeing the option on the QTI import screen to Import assessment content as New Quizzes.  As seen in the guide below.
