The work-around I figured out was to use a non-graded assignment  with no submission type as though it were a page. That allows you to assign the page to a specific section, and build modules only acc...

The workaround for this it to create an assignment that is ungraded and has no submission, then assign it to only the sections you want to be able to view the page.
