No, you can still restore the user & then complete the merge & re-delete the other login. The only time it is totally gone gone is if you contact Instructure to purge the data completely.

If you have the access to do it, you can merge the 2 user accounts together & then remove the wrong information from the user account, by deleting the login for the wrong account.
