As a child of the greater Northwest. I was mostly raised on hamburgers, potatoes, and sci-fi.
For the last +25 years I have been working with instructional technologies as a instructional designer and systems administrator around the Rockies. One might say I was there in the beginning of Canvas- watching it evolve to what it is now. Currently, I have a calmer life as an Accessibility Technology Coordinator serving hearing impaired needs at my current university and region. Accessibility tech should be for everyone right?
Back in the day I was globally known for my expertise with integrating Adobe Connect and Canvas. Times and tech changes, meh.
I am the only one on the planet, save my youngest son, with my name spelling. The rest are fakes I tell you... ;P

YES! The help icon has moved and the Modal box is gone. Well done, this is something that will be a better help to Help.
I haven't seen any LTI stuff showing with the change. However, did you make sure that your previous JS/CSS have any scripts to hide them? Just a thought.
YES! Fix the Modal location. It is a huge UI pain.
I suggested this same idea to @Brian Whitmer in 2010 pre-Canvas. If it can help instructors build faster, it maybe a hit.
