Those other 60 students would not panic, as you have not created a new assignment/quiz. They still have the same assignment/quiz at the regular time, and they should not be able to see the earlier tim...

What if you assign a time in the past for the student(s) that you want to exclude? Since the time for them to take it would be in the past, they would not be able to open the quiz.
