I am having the same exact issue. Administered a quiz with images to 60 students. 59 of them accessed the image with no issues. One cannot view the images. I am investigating a little more to see...
I have had the same issue with Safari. The solution I found was to have the student download the Google Chrome app and access Canvas through that browser. It worked without difficulty.
