I had the same issue, so I reached out to Canvas. Turns out it is possible to share New Quizzes, you just need to initiate that share from the Assignments page rather than the Quizzes page.
Our principal set up a Canvas course to communicate certain things out to all students. Students will also message her within Canvas, and she would like her assistant to be able to see these messages ...
