Not sure why no one is being direct here, but the answer appears to be "No."  I also have a need for this, something that is easy in Moodle. Even, setting the point value of the essay question to zero...

With all respect, making it a two-step process where I have to create another copy of the rubric FOR EACH ASSIGNMENT in order to have it calculate the grade is unacceptable.

Beyond Text Headers (which are also important), Canvas needs a basic Rich Text module element which would give the list items in a module context.
