I also had this problem, I had just added some sections and they didn't show up in the "assign to" options.
When I returned to the course a couple of hours later they did show up in the op...
This is important to us as well.
We have a lot of distributed admin staff who need to see courses as students but who we do not want to be able to delete courses.
