I am not sure how much progress has been made on this but Canvas should allow rubrics to be added to an assignment before or after the due date! Give the flexibility to the user, please do not decide ...
What use is a rubric if the student can't see it? If the rubric has actual answers on it, obviously you won't want the student to see the rubric.
