Same question/issue here. Assignments created within a course "live" in that course, I would think it possible for Item Banks to function similarly, or at least have the option to function similarly, in that when created they'd automatically exist in the course they're created in.

I too am running into major issues with how Item Banks function. As an ID currently migrating dozens of courses from another LMS I ended up in the deep end with Item Banks without even knowing it. I managed to navigate how to get questions into IB's (import test from old LMS as Classic Quiz w/ Question Banks, export the Classic Quiz, import back into Item Bank in same course, then create the New Quiz referencing the requisite Item Banks) but I can't for the life of me wrap my head around why Item Banks behave the way they do when it comes to sharing.

I'm going to pile on to this thread in the hopes more squeaking will get this wheel some attention. I'm an ID working on migrating a couple dozen courses (all scattered across the build, review, and revision phases) and the fact Item Banks can't be "owned" by the course they're created in is proving very problematic. I agree with @A00364575 that, barring some sort of mass misunderstanding by users, this appears to be a train wreck in the making and, as @leward expressed, I am speechless at this appearing to be the intended design.

I agree as well - I'm currently scouring the community to see if I can find a straightforward explanation for why Item Banks work the way they do after encountering the same issue described above, along with a couple others. No luck yet.

Same thing here. Migrating to Canvas from another LMS and only able to import test banks from the other LMS to Canvas as Classic Quizzes/Question Banks. No big deal, I should be able to just move from QB's to Item Banks easily. Nope - its like I have to migrate twice. The process strikes me as being a major oversight and one that, according to the dates on this thread, has persisted now for almost three years.
