Possibly New Quizzes rather than speedgrader/rubrics, but is there the possibility of assigning New Quiz questions/rubrics to teachers/markers? And an audit trail? 

Perhaps escalate this to canvas support; we've had some issues at various times, but not experiencing anything similar at the moment.
