Whenever I try to upload a picture in a Discussion, I get the error "File storage quota exceeded". I have used 0% of the 1GB in my files. Any fixes?

I am using the dropdown, upload image. I have also copy and pasted from snipping tool on my windows laptop. I have also tried insert--picture I have attached screenshots of both methods.
