Wanted to add that I came here looking for a way to enable this feature. Add my voice to the crowd asking for it back.
It is May of 2020 and I still think this is a great idea. I ended up here by googling to try and find if I could create standard comments or replies.
A student just asked me how to find the feedback I left. I am googling to find out. It should not be this hard.
