I agree with this as well! This is one item of feedback we've received; the 'Submit Assessment' button is not intuitively located, and it's actually hidden unless you fully expand the ...

@YasiAfsharnive Thank you, that helps! Is there another toggle for the Points at Bottom of Rubric? That's another big one our faculty have been asking for that was slated to appear on 9/24.

What you describe is also consistent with how I remember classic Rubrics, but several of us are also seeing enhanced rubrics get deleted even when we make them from within the Rubric area.

It's interesting though, because I also see the same deletion behavior even when I make a new rubric from within an assignment. Sounds like we're seeing different behavior on that front.
