I may not be 100% on this, but it looks like <mark> tag for highlighting text is also available to use. I searched the allowed HTML and the only place it came up was under MathML.
I agree. Having the color overlay on images by default makes the dashboard look unfinished. It also takes away from the consistency in how students dashboard looks.

As far as I know, there is no way to make an automated report. I hope that someone comes along and shows that I am wrong. I would love to be able to do it.
