After choosing the pencil to edit the rubric, click the Use this rubric for assignment grading.hope that helps.
You have to choose use the rubric for grading, then the grade will populate automatically.
From your picture, you need to finish updating the rubric (the button at the bottom.) Then you will be able to select use the pencil for the rubric and the options will be available.
