Not able to publish the course

I am not able to publish my course because I didn't finish the registration process according to a message sent to my email.  However, there is nothing else I could do as my registration process seems...

I am not able to publish my course. I believe that I set up my account free for teacher. I keep getting a message that I didn't finish my registration.
