I had same problem - turns out you have to scroll down to bottom of settings page to "Save" the announcement change.
I just realized my problem was not scrolling down to "Save" the change in the navigation settings.
Exact same issues here
I'm having the same problem in one course as well. I've sent an announcement, set "Announcements" to be visible in the Navigation bar - but it still remains hidden!
