I followed the steps to add a rubric to an assignment but there is no "add rubric" option for me to select. Does the assignment need to be in a specific format? This assignment was loaded as a Google Cloud external tool assignment.

If you want to use a Canvas rubric with an external tool such as the Google LTI, it is possible to do this. First, you must attach the rubric to the assignment just like you would with any other regular assignment (let's say the submission type will be "Online"). Then, after you have attached the rubric to the assignment, go back into the assignment, edit the settings for the assignment, and then change the submission type from "Online" to "External Tool". You'll then select the Google LTI that you are using for the assignment. When you save the assignment settings, the rubric will disappear. But, it will still be attached to the assignment...you just can't see it...at least not from this view. You can go into the SpeedGrader for this assignment and open up the rubric like you would for any other assignment to use it for grading. From a student perspective, a student can view the rubric for the assignment via the "Grades" page. I was browsing the June 21, 2023 Deploy Notes a short time ago, and I saw some welcome news that I wanted to share with both of you. It looks like adding a rubric to an external tool (LTI) will be possible right off the bat...no work-arounds necessary. Check out the section on Assignments: External Tools Add Rubric Button.

When you say you made the assignment with the "Google Cloud external tool" then after you click "save" you should have a button to add a rubric. However, if you made the assignment through the Google LTI 1.3 then you need to add the rubric when you are setting up the assignment through your Google drive in Canvas. Did you have a window similar to this one?
The assignment was created with the LTI but I created and posted it last weekend. I'm trying to go back and include the rubric now because I had to create it. When I go into Assignments there is no "add rubric" button. The rubric is present when I click rubrics on the left hand side, but no option to add to any assignment.
I think I understand. You made a rubric in Canvas and you're trying to attach it to an assignment made with the Google LTI.
I don't think there is a way to use the Canvas rubric with an external tool, (which the LTI is). When you use the Google LTI 1.3 you are going to grade the work with Google even though you are in Canvas.
If students have already started working on the assignment, you can still edit the assignment to remake your rubric in Google.
If they haven't started the assignment yet and you'd like to grade the assignment with the Canvas rubric, then you can remake the assignment without the LTI (you can use a URL hack to force a copy of your Google document) and then you'll grade it in the regular Canvas speedgrader.
