How do I add a horizontal line to a page using the Rich Context Editor? I see how to do so with code... but I also saw a new release that should allow us to do this in RCE, however my edit screen does not look like the release notes.

You are most likely using the old RCE and the release notes are about the new one.
In the new RCE, to insert a horizontal rule, you do the following:
- Press Alt+F9 to bring up the editor menu
- Select Insert
- Choose Horizontal line
If you are not using the new RCE, consider yourself lucky as many things are more difficult to do with it and it currently has some serious issues for content creators. Everything that I do now takes 2-3 times the number of mouse clicks as the old RCE. As unfriendly as using the HTML editor may be for something you feel should be simple, I definitely would not enable it just to get a horizontal rule.
If you would like to enable it, go to your course settings and then choose the feature options tab. You're looking for RCE enhancements. If you cannot turn it on, then it may not be enabled at the institution level.
