[ARCHIVED] App link placement in the new Rich Content Editor

Since the menus have recently been updated for the Rich Content Editor, I cannot get both tools to show up on the top level. Other documentation says that you can have two but, when I try to enable one that hadn't been included, it doesn't stay.

In other words, when I slide the "Add to RCE toolbar" to activate (checkmarked), it looks fine. As soon as I navigate away from or reload this page, the slider is back to inactive ("x"). At that point, I only have one added to the RCE.

How do I get this to stay put? Is there another setting somewhere that is conflicting?
