How do I attach a rubric with outcomes to an assignment that is submitted through turn-it-in?

Thanks for sharing your question. Are referencing TurnItIn LTI (External Tool)?

If so I believe, you would create the assignment (but for now leave it as no submission). Then create the rubric and align it with an outcome. Then change the assignment to be an external tool/TurnItIn submission.
