I leave individual comments for each student submission but would like to have a set "comment" for all missing work where students will receive a 0.
For example, when I have missing work automatically set to be given the score of 0 I would like to be able to create a single comment that will apply to all those grade, like "You can still submit this assignment for credit even though the due date has passed. Please let me know if you have any questions or concerns preventing you from completing this assignment."

Using this feature, you can send a message to all of the students who submitted late in one fell swoop.

This is not solved. There is still no way to apply a bulk comment directly to the student assignment feedback area when you set a default grade. "Message students who..." is a message - not a comments that they will see in the gradebook or next to their assignment submission.
