I believe that you cannot do that. My experience is that once a student starts a quiz, they receive a version of the quiz setup at that time. Then any changes made to the quiz after they start will not be available to them (i.e. modification of a question -or in your case modification of the time).
I am not sure if there is a difference in this matter between new quizzes and classic quizzes.
I just tried this out. In classic quizzes, I could not have a change in the due date and time show up for students taking the quiz. However, if i modified the time allowed on the exam, then a message shows up saying the time has been extended.
in New Quizzes, I could not have a change in the due date and time show up for students taking the quiz and changing the length of time to take the quiz was not granted to students taking the quiz.
Maybe someone else has better insight. I made a quick look through the instructor manual topics and found the following for classic quizzes:

The above article talks about extending the time for a single student, but I tried for the entire quiz in my example above.
I did not search the forum, but I bet it has been asked. I did not see a similar article for New Quizzes.
edit: after reading @SusanNiemeyer 's response, I should have specified - I could increase the time on the quiz in the case mentioned above because I had plenty of time before the until time. In other words in classic quizzes if students are taking a timed quiz and you want to increase the time for everyone (I'll assume it works for moderated students as well), you can increase the time limit on the quiz and the time left on the quiz for the students will increase - as Susan pointed out - that hinges on when the until time is set.
