Sometimes when trying to view a student media submission, I get a message saying that it is being converted and to check back later. But even when I check back another day or week, it still shows the same message. Any way to know if I'll ever be able to view this submission?

When you see this message, I would highly recommend that you open a ticket with Support (Help > Report a Problem). When we have seen this, we have been informed that the media file upload did not complete before the student left the page. In some instances it was simply "stuck" and Support had to intervene.
