Is there a way to add a course reviewer role and have it prevent a course from being published without being reviewed?

Hi, Sean,

The only way to manage course publishing is through the Course State - Manage permission (located at the admin level). You could restrict that permission from a user until the course has been approved to be published (using whatever process you want to create for that).
