Sorry to see that this question has been sitting here unanswered for such a long time. Full discloser, I am a Canvas administrator at our Technical College, and I do not teach courses. You may have already made a decision on the direction you and your colleagues want to go...but if not, I'll add my feedback. We always keep the content in our "Modules" screen in order. We have "Learning Plans"...so LP 1 is at the top, LP2 is below it, and so on... If you are choosing to only keep one module visible at a time, from a student's point of view, then it doesn't really matter what order you keep them in your course. They will only see the module(s) that you've published. But, for the sake of keeping things organized on the "Modules" page, you'd want to use whatever method will work best for you.
