If you create multiple sections within the course ( How do I add a section to a course as an admin? ), enroll the teachers only in one section and set them so they can only interact with members of the same section (https://community.canvaslms.com/docs/DOC-13026-415257133 ), then I believe that will only allow the teacher to email and grade members of their own section.
However, there is no "mute/unmute" (do you mean publish/unpublish?) just at the section level. That is something that is done with the course, or individual items within the course.

Yes. I do mean can each teacher have control to publish/unpublish just their section of the course. And I guess the answer is no.

Hello! We have done exactly as described- Created a Course with Multiple Sections. We have enrolled students into Individual Sections and also 'enrolled' a Teacher to each of the Sections. We are finding, however that ALL Teachers can still see ALL students- including those from Sections they are NOT assigned to. The Teachers are also getting NOTIFICATIONS about other students who are NOT theirs. Is this common!? Our Teachers are complaining a LOT about this, and we've tried to fix it with no luck so far.
