I am not sure if you are an instructor or a student, but I'm assuming that you are trying to insert a picture in the RCE (Rich Content Editor) of a page within Canvas.  Here are some Guides for you that might help:

The first link in my above response, How do I embed images from Canvas into the Rich Co... - Instructure Community (canvaslms.com), should help you in uploading a picture to your Welcome page of your Canvas course.  If I am not understanding your question correctly, can you please provide some more detail so that Community members can continue to help you out?  Thanks!
