Does Canvas provide an option to message parents/observes of Students who are missing assignments?

Hi - There is not a built-in feature right now. It's been an ongoing conversation in a few places within the Community.

While there's not an official solution, a very kind Community member shared their custom code: Messaging Observers of Students in Canvas
