If you wanted everyone to be able to have meetings above 40 minutes then yes, you would need a license for each of the teachers. With Zoom I know you can manage the licenses and drop people down to the free license if they no longer need it, but doing so on a daily basis would likely get tedious.
As for sharing accounts, I would recommend you review the Zoom terms and conditions at ZOOM TERMS OF SERVICE - Zoom which do state "A Host may hold an unlimited number of Meetings, but only one Meeting at a time. A Host subscription may not be shared or used by anyone other than the individual assigned to be a Host."
