I would like to embed a file so that when students view the assignment description, they view the file, rather than having just the file in the description for students to download. Is this possible?

This is not currently possible in Canvas. You can embed media files but not documents. Documents are always links, and users can choose to preview the document within the Rich Content Editor as shown in the screenshot below from one of my sandboxes.........
This is a fully functional preview, and users can page through multiple page documents, scroll up and down a page, etc. You can learn how at How do I embed a document from Canvas in the Rich Content Editor?
