Does anyone know if there is a way to create a link (for example in a page) to a whole folder of resources rather than just an individual file?

This cannot be done with/through the Files area in Canvas. Links can only point to individual files.
I am not sure how you intend the files to be used by students, but why not simply organize them in Modules? If they files are a resource for a particular unit of study, add them to that unit's module and indent them under a text header. If they are to be used throughout the term, organize them in their own module.
Or, you could use Google to store and organize the files, then provide your students with access to your Google file folders.
It might help if we knew what/how you intend your students to use the files.
