A significant amount of real estate on the Gradebook web page is now being occupied by a notice that the Gradebook will be changing January 18, 2020. Is there a way to get rid of this space wasting message?

I had a look at this and I too can see this in our environment that is still using the legacy gradebook.
It looks like this has been done Canvas-wide and is not removable. I anticipate this is because there are quite noticeable changes coming to the gradebook and it is to give time to people to see the message, click through and find out more about the change before everyone is switched over to the new grade book on or before Jan 18 2020.
If you would like to upgrade to the new grade book now, you can do this under your Course Settings --> Feature Options you could toggle the new grade book to on:

Thank you Stuart for taking the time to respond to my email.
And thank you for giving me a method to eliminate the message, however I
will choose not to try to learn a new grading scheme and the end of a
semester--it took me 6 years to learn how to handle the current gradebook
in a satisfactory way, and that only happened about 4 weeks ago. (So, of
course, it is now time to change the system.)
I have already accessed the link in the message just to see if I could make
it go away. I could not.
Anyway, I do feel like you care about the user's experience, and that is
something positive here.

That I definitely do, I can also absolutely appreciate why you are opting not to use the end of the semester to try something new (and I am sure this is why Instructure chose their timing in January, rather than at the end of sessions).
